It is BOTH! With the fluid movements it’s pretty brilliant for blending into a water environment to either study whatever it is they’re studying/observing or perhaps taking out an evil mastermind while he’s swimming.

I think this has induced a new swimming phobia. Watch out for Japanese snake robots.
